Disability Affairs Unit

The Disability Affairs Unit has an important role in developing and influencing policy issues which are relevant to the lives of persons with disabilities. It seeks to promote programmes, practices and attitudes which facilitate the full inclusion of persons with disabilities across all sectors. The DAU is committed to continuing to perform a significant leadership and coordination function in prioritising greater collaboration and solidarity within the disability sector.

The DAU is also a resource and referral center on matters pertaining to disability and is responsible for meeting the needs of persons with disabilities through the development of projects and programmes that will enhance their lives. In addition, it also has a role in the collection and dissemination of information on disability to the national community. The Unit also networks with various organizations, provides advice on issues related to disability and collaborates with various persons with disabilities and Non-Governmental Organizations for persons with disabilities. This collaboration has included training in disability-related topics and sensitization in various areas. These valuable partnerships have been ongoing for many years and are expected to continue.

Functions of the Unit

  • To serve as a resource centre on disability issues
  • To provide technical support and referral for persons with disabilities, their families and all other persons interested in learning about disabilities
  • To network with other Ministries, NGOs, mass media and regional and international organisations to collect and disseminate information on disabilities
  • To advocate for the rights of persons with disabilities
  • To conduct research and collect data on persons with disabilities
  • To implement programmes that empower persons with disabilities
  • To sensitise and increase public awareness of issues pertaining to persons with disabilities

National Enrichment Centre (NEC)

The National Enrichment Centre is under the remit of the Disability Affairs Unit. The purpose of the Centre is to provide rehabilitative and therapeutic services for persons with disabilities. Additionally, it will also serve as a resource location for non-governmental organizations that function in the interest of persons with disabilities.

The facility was first commissioned on July 22, 2015, but could not be operationalized due to administrative setbacks. The NEC was recommissioned on December 12, 2018 as a Resource Centre, accordingly the facility is available for meetings, training, workshops and other events arranged by NGOs of and for persons with disabilities on a scheduled basis. The next phase of the operationalisation of the NEC, will entail the delivery of therapies to the community of persons with disabilities. The Centre’s contact information is below:
